This Invitation for Bids follows the General Procurement Notice for this project that was published in Development Business Online, Reference No. IDB1659-12/17 of 22 December 2017.


The Government of Jamaica has received financing from the Inter-American Development Bank (IDB), Japan International Cooperation Agency (JICA) and European Union-Caribbean Investment Facility (EU-CIF) toward the cost of the Energy Management and Efficiency Programme (EMEP), and intends to apply part of the proceeds to payments under the Contract for the design and build of seven (7) Government hospitals – 2.1.1/EU. The Ministry of Science, Energy and Technology (MSET), now invites bids from eligible and qualified bidders for retrofitting seven (7) hospitals in Jamaica to reduce their energy consumption and GHG emissions based on an international competitive bidding process that will be evaluated based on a quality and cost effectiveness approach (using a Cost-plus approach). The delivery/construction period deadline is March 15, 2023. RFP sha l be conducted through the International Competitive Bidding (ICB) procedures as specified in the Inter-American Development Bank’s: Policies for the Procurement of Goods and Works financed by the Inter-American Development Bank, GN-2349-15, the EU Rules on participation in procurement procedures and grants (PRAG) annex A2a, and the Government of Jamaica (GoJ) Public Sector Procurement Procedures, and is open to all eligible and qualified bidders as defined in the Inter-American Development Bank policies and the European Union eligibility rules and procedures. Bidders eligible to participate are those who are nationals of member countries of the IDB and/or EU eligible countries. Interested eligible bidders may download the Bidding Document from the Government of Jamaica Electronic Procurement website – www.gojep.gov.jm from Friday, February 4, 2022. Registration instructions are available at www.gojep.gov.jm and a l interested eligible bidders are required to be registered. Bids must be submitted online via www.gojep.gov.jm no later than 2:00 p.m. (local time) on Tuesday, March 29, 2022. A l bids sha l be accompanied by a Bid Security of US$45,000.00 or its equivalent in a convertible currency. This is an online managed tender and bidding documents and bids wi l only be made available and accepted via the electronic Government Procurement portal (www.gojep.gov.jm). No offline (hard copy) bids wi l be accepted. To participate in this tender opportunity, bidders must first be registered and know how to use the electronic Procurement System, www.gojep.gov.jm. The Ministry of Science, Energy and Technology (MSET), is not obliged to accept the most advantageous or any bid, and reserves the right to terminate the bid process at any point to the award of Contract without incurring liability to any of the participants.
