Description of Services: It is required to contract the services of a consulting firm to support the administrative and strategic management of five molecular biology laboratories in Colombia.
The Inter-American Development Bank (IDB) is executing the aforementioned operation. For this operation, the IDB intends to contract the consulting services described in this Request for Expressions of Interest (EOI). Expressions of interest must be received using the IDB Portal for Bank-Executed Operations http://beo-procurement.iadb.org/home before March 4, 2022 6:00 P.M. (Washington DC time).
The consulting services ("the Services") have the general objective of improving the administrative and strategic management of five molecular biology laboratories (LBM), which have been beneficiaries of financing from the Fund for Science, Technology and Innovation (FCTeI) of Colombia, through training in administrative and technical issues, and the development of sustainability plans for each of them. To achieve this objective, at least the following activities must be carried out: a). Characterization of human, financial and physical resources of each selected LBM, with special emphasis on the project financed by the FCTeI. b). Evaluate the process of buying and acquiring scientific equipment in each LBM, especially in the project financed by the FCTeI, and propose alternatives for improvement. c). Support the administration process of the projects financed by the FCTeI, and their technical scope (such as installation and start-up of the equipment acquired). d). Training in biocontainment and biosecurity. and). Assess resources and capabilities to perform genetic sequencing of covid-19 positive samples. F). Train the LBM in sequencing according to the results of activity g). Prepare a sustainability plan for each LBM, considering at least funding sources, research areas and commercial activities relevant to the territory in which each LBM operates, and human resource needs.
The estimated term to complete the services is 6 months and there is an estimated initial budget of USD 75,000.
The eligible consulting firms will be selected in accordance with the procedures established in the Inter-American Development Bank: Policy for the Selection and Hiring of Consulting Firms for Operational Work Executed by the Bank - GN-2765-4. All eligible consulting firms, as defined in the policy, may express their interest. If the Consulting Firm presents itself in a Consortium, it will designate one of them as a representative, and the latter will be responsible for the communications, the registration in the portal and the sending of the corresponding documents.
The IDB now invites eligible consulting firms to express their interest in providing the services described above where a summary of the terms of reference of this assignment is presented. Interested consulting firms must provide information indicating that they are qualified to provide the services, must also include evidence that they operate a laboratory with biosafety level 3, present a list of projects financed with royalties that they have implemented during the last 5 years and the profiles of the people who have managed both the laboratories and the projects and who are expected to participate in the execution of the project.
